Robert,
There should already be a relay in place in the factory wiring harness.
There should be a distribution center box under your hood. If you take the
cover off of it, there should be a legend that specifies what everything is
and one of the gizmos is a horn relay. Based on that, all you have to do is
disconnect your stock horn, clip the plugs if necessary, and plug them on to
the Blazer compressor. Mount the new horns, connect the platic tubing, and
you are done. Worse thing that will happen is that you may blow a fuse if
the relay is not part of the factory harness, but I bet it is. On the 97+ it
is already in there.

HELP! I can handle the TB install, but the new blazer dual air horns I
just bought are tripping me up. For those that did get them, where is
the "common termial" that is between the horn and steering wheel? It
looks like a little box, but I followed the wire out of the horn until
it merged w/ the huge black snake of taped up wire, and couldn't see
where it left said snake, to connect w/ the box-like creation. Anyway,
if anyone knows what I'm talking about, please help
