Hey Jason,
Your right, the service manual is not much help. Can you replace the post
with a bolt and lock nut? You may have to take out the assembly to do this.
I'm just going by what I see in the manual.

I'm having a minor problem on my '95. When I went to set the parking brake
last night, the pedal was frozen and wouldn't move. When I looked at it, it
looks like there's a post that the pedal pivots on, and the locking
mechanism sits on there as well. This post apparently used to have some
sort of head on it so the pedal and locking mechanism don't come off.

Note I said "used to have". Looks to me like the thing has sheared off
completely. The locking part fell off, which is why the pedal won't move.
If I put it back on the post, the pedal works okay, but it won't stay there.

The service manual isn't much help, it just shows it as one assembly that
bolts to the sidewall.

Does anyone know how this pedal works? Do I have to have the whole assembly
replaced, or is there a way to re-attach it? I didn't see any threads
there, but I could be mistaken.
