Minneapolis had testing for years but is stopping it this year. Yea!

I live in central WI and there is no testing required (yet). The Milwaukee
area has testing. I used to live in the Chicago area, so I know the joys
of going in for annual testing! I think that there are still many areas of
the country that don't require sniffer or visual inspections, but they are
shrinking and I'm sure eventually we'll all be required to do so.
It just seems logical to have these for "Off Road Use Only". It avoids EPA
red tape and since they are so easily switched, the stock one could be used
at test time. Maybe then we could get these things in less than 3 years!!
