I don't maintain the required gap for exactly the same reason.

I have a choice between a 4 lane freeway (4 lanes per direction) and a road
that varies between 2 and 4 lanes. I take the latter. Still have to deal
with jerks pulling out of the lane that goes through into the one that ends
to gain a few feet, but once it's down to 2 lanes you can leave a nice
healthy gap with no fear of being cut off.
