I've received a number of responses (thank you!) and it sounds like
this is
the way the V-8s (318 + 360) come from the factory.

Maybe someone has a logical deduction as to why : 1. it is spliced at
all
and 2. why it is spliced right over the left side spark plugs.

My concern is: this blowing and spewing anitfreeze over every inch of
the
engine compartment. Sure, any hose clamp can give out and have the
same
happen, but does it need to be spliced at all? and at this location?

Don't worry, if a clamp blows in the engine compartment the fan will
blow coolant all over everything anyway.

That's about the place where the flow control valve (temperature) was
located in my 78 Dodge PU which was mechanically controlled (cable).
It dribbled a little bit, but didn't cause any problems. If you're
concered, there is room for a set of screw clamps on either side of
the factory clamps.
