Okay - here goes - the switch on the dash does need a ground, otherwise the
lighted part of the switch will not work. The power TO the dash switch can
come from wherever you want. If you want to be able to turn the driving
lights on any time (ignition off or on), you can run a full-time hot wire to
it. If you only want to be able to turn the lights on when the ignition is
on, you need to hook it to a "switched" power supply.
     The power coming OUT of the dash switch goes to the relay to turn the
relay off and on. The relay is there so that the full amperage required to
run the lights doesn't go through the dash switch (it will burn up the switch
with no relay). The relay does require a ground connection, as well as the
switch wire, and then a main power in and a main power out (which will go to
your lights).
    By your description of the wiring harness at the lights themselves, the
blue wires with the ring terminals go to ground, and the black wires are the
power leads to the lights. The black wire(s) would then go to the power OUT
from the relay, and everything will be peachy keen.
