Where did you get this information? Obviously grocery stores use a lot of
R-12, but what about air conditioned houses that use R-12? Lot more of them
than there are grocery store coolers.

Really? You mean we can send a man to the moon but we can't make a grocery
store cooler that won't leak like a sieve once the new wears off? Me thinks
somebody's been listening to a little too much Rush Limburger :-)

No argument about that. But part of the problem is also people who think
that the emission laws don't apply to them and go ripping emission devices
off their vehicles. Or people who think that because they have replaced
their stock muffler with a Flowmaster they can rip out their cat without
creating more pollution. Or people who have convinced themselves that this
whole thing is just a government scam and there is no such thing as
pollution so it won't hurt to remove all this stuff. Or people who just
don't care about anybody but themselves and are going to do whatever they
want no matter what effect it has on others. The list goes on. We all have
to live with the choices we make. The guy in the '75 Chevy driving down the
road trailing smoke like he's spraying for mosquitoes is still breaking the
law. He just hasn't been caught yet. It's not like the police are ignoring
him just so they can watch for the guy who wants to hot rod up his truck.
Belive me, when it comes to giving out tickets, the police are equal
opportunity employers.

Of course, that's just my opinion. I could be wrong.
