Ive had similar problems also. In order to fix the problem I took my dash
apart and cleaned all the contacts in the turn signal indicator and also in
the switch that turns the lights on. When putting them back together, all
worked great.

I've run into a similar problem on my 96 Dak.

Seems Dodge has a history of ground problems. Don't know if it will work
for you but I've found that a wack on the left side of the instrument panel
gets my driving lights to come back on. I've tried checking all the grounds
back there that I can find but obviously havn't found the right one next.
