Similar thing is happening to me...
My fog lights quit working last week, but the driving lights are still
operational. I too checked the fuse(s) and looked at the relay.
Didn't think about the grounding issue though. I will have to try the
"hammer" to the side of the dash method. Otherwise it's going in
this week.
