Unfortunately, no. Its "read only". It gives you the sensor
readouts and such, and allows you to read the DTCs. There are a
couple of different ways to view the outputs like graph, etc. But
you can't actually change the timing or anything like that. Its
helpful to get a bit more info about what the engine is doing
though.
The one I use is the "personal" version of the Ease scan tool.
Its about $300
