You also have to consider the type and ratios of the tranny, the
sports car may have a 5/6 speed manual and the cop car a 3/4 speed
automatic.
Most vehicles are geared so that the engine is revving close to
redline in direct drive(1:1) at top speed. E.g. a viper may max out at
170mph and redlines at 7000rpm's. The cop car may max out at 130 with
a 5500rpm redline. Acceleration is a function of torque and weight.
Top speed is a function of aerodynamic(mostly) drag and horspower. The
gear ratio can shift performance from either to favor of the other.
