To a point...yes.

Lowering the pressure while being offroad decreases the chances of getting a
flat while driving over branches (the tires molds to the terrain), allows
for better traction on uneven surfaces, and quite honestly...saves your
kidneys on those sudden jolts.

You can run at normal pressure, but at a risk to your tires.

For street, 32-36 is a general range since you can inflate the tires even
higher to accommodate heavier loads.
