TB's & other questions

In response to an earlier post regarding increasing mpg it seemed to be
generally accepted that a better TB, air intake system and exhaust system
would go a long way. These same mods seem to be the place to start on
performance upgrades also. A few questions, please, to a willing learner:

1. What, if any, is the downside to these mods?
2. If the downside is neglible, why doesn't DC put these in to begin
with?
3. Increased mpg would be good for their CAFE ratings, right?
4. Increased performance would be good for their ads and sales, right?
5. Cost to put these in on the assembly line would be minimal, right?

So, what's the down side to these mods?
