Woah. On the v6 dakota (97) there is plenty of access to the headlight bulb.
Just come in from behind. like all the way to the right, or left. there
should be a hole and you should have access to the bulb. Maybe they put more
stuff in the way. Anyways. My air box is out of the way, so that might aide
in the easy removal and assembly of the light.
Little tip for you. When changing the bulb. if you can't get the ring to
turn in. Put a lil grease or something around the gasket on the bulb. then
you should be able to twist the ring and secure the bulb in there.

<< There's a Torx T10 screw above the turn signal next to the corner lamp.
Remove it and pull straight out on the turn signal assembly ( it's snapped
in place with some plastic clips that are part of the signal assy. ) Once
you remove the bulbs from the signal lights, you can set the assy. aside.
The headlite is held in with 3 10mm bolts, it's best to remove the whole
assembly so you don't mess up the adjustment on the headlite itself.
Hopefully this will help you out. >>
