You are NOT allowed to use strobes while in motion, but I doubt anyone would
ticket you if it was a SEVERE life-or-death emergency where you CANNOT wait
for an ambulance. Broken leg + driving with strobes = TICKET.
Abdominal Evisceration + driving with strobes = You've got a
chance.
