You haev OBD1 so you don't have to worry about a thing.. There might be an
EGR valve, but you could probably custom adapt that into the now "true
exhaust" pipe.

Anyways. no local shops will cut off your cat (legally) maybe if you walked
in with some cash to a backyard place, they might do it.

PS. is it the heatshield rattling? or is it the internals? if it's
heatshield, you could just tear that off or something, but if it's
internals, just gut the cat and put it back on there.. then if you get in
trouble, and they look at your cat, you can proudly say "it's still there,
what are you talking about?"

<< I have a 95 dakota 318 and my convertor is making alot
 of rattling noises on idle. What would happen if I do
 take the convertor off? We have no emmisions here in
 Michigan so I'm not worried about that and don't wanna
 shell out big bucks for a new one.
