He may have taken it off to check the brakes (make sure there's enough
material on the pads) or maybe the lug didn't quite sit like the others
and he wanted to find out why.

My NY inspection took 30 minutes. The mechanic was intrigued by the
QuickD intake, wanted to know if it was stock (I smell problems when I
have to get sniffed). He seemed to be bitter that the shop had to do
inspections (realistically, you can't run a garage and not do
inspections, people might wonder about it) as they charge $45/hour for
labor, but can only charge $10 for the NYS inspection.
