Yuppers...it's an Evap Can. Those things have been around since the mid
70's.

My 99 R/T has one located just in front of the fuel tank. It apears to be a
carbon canister used to eliminate fuel vapor being released into the
atmosphere. Those used to be inder the hood on many veichles. I am
reasonably
sure that is what it is.
