As far as I know, you'll have to meet the emissions levels for your
year/engine truck based on the VIN, no matter what you've swapped in. So if
your 95 was a 4 cyl. & you put in a 360, the 360 would have to pass 4 cyl.
emissions levels! The test involves strapping the truck down on a dyno &
sniffing the pipe at 15mph, but if you've read any NJ papers lately, you'd
know that Parsons Co. has f***ed up the whole program royally. Many stations
are not even using the dyno, with so many reports of incorrect readings & ABS
systems being disabled, not to mention faulty equipment which only works when
it's not too hot or too cold. Find a station not using the dyno, and good
luck with your swap.
