Noise when shutting off ignition...

Anyone know what the sound is when I shut off my '89 3.9L Dakota. It
sounds like a servo or something that is closing a valve... After the
engine stops there is a mechanical buzzing sound and it ends in a thump.
 I'm guessing here, since I can't look under the hood when I shut off
the ignition.

Is it the valve like thing on the exhaust manifold?

Also, what is that for? There's a rotating part in the manifold
collector that seems to be a valve of some kind. Is that possibly what
gets activated when the computer senses over revving? I'm guessing here
again...
