I had that problem with my 93 Caravan. The dealer I was using kept
replacing the serpentine belt until I got
pi$$ed and told them they were going to start paying for them if they didn't
solve the problem. Problem was a frozen belt tensioner pulley. They put a
new one on and I haven't changed the belt since (four and a half years ago).
You can check it out by loosening the alternator thereby loosening the belt.
The tensioner is spring loaded and the pulley should rotate freely.

I think the 2001 Dakota looks pretty good on the web but id have to see
it in person to say if i like it enough to get one....
