It is your fan. There is a TSB on it but according to DC it is not a
problem. The TSB says customer complains of loud noise and loss of power.
The fan takes a lot of power. As soon as the ambient temperature goes down
to acceptable levels the fan goes off and your power comes back and no more
WHOOSH. It's an ambient temp. under the hood thing. That's why sometimes
after you have been driving awhile, then you park (like grocery shopping)
for a bit, come back out start the truck and WHOOSH + no power. As soon as
you drive away and air can get under your hood, the ambient temp goes down
and the fan shuts off.

A similiar thing happened to me with my 00 QC, I noticed it happens when I
am in
stop and go traffic and the thermostat gets above 210 degrees and the
axcillary
fan kicks on. It sounds like a Delta jet in reverse under the hood with
very
little get up and go. Once the temp. drops below 210 and the auxcillary fan
cuts off I do not notice the noise or lack of HP. Just my two cents.

Hello. We have a 99 Dakota RT. Well, every now and then it will get a
whoosh , air rushing type sound under the hood and lose all power. You
usually have to floor it and get the revs up to correct the problem. When
the AC is on and you floor you get a lot of air coming through the vents.
It is very intermittent and when I took it to the dealer they couldn't
reproduce the problem. Any ideas?
