Hi Andy

I had the same problem with my 97 after the first winter I went through, I
guess it was rocks, sand, etc. hitting the metal part of my front bumper.
It was "spider webbing" under the black bumper paint, and getting worse
every day all over the whole front bumper. I talked to my dealer about it,
he looked at it and said get what ever Auto-Body shop in town you want to
repaint it and get them to send the bill to us. So far it's holding up
great because they said they used a "thicker bumper paint" and Dak's do have
this problem. It didn't cost me anything and since you have a 99 it should
still be under warranty. That is if you are referring to the front bumper.
I would rather trust a reputable Body Shop to paint anything on my truck
rather than a DC Dealer.
