Hopefully someone with a FSM can give us the official answer, but my
understanding is that NEITHER will engage until warmed up. On my '99,
it feels like the OD button controls both the TC and the OD, and I'm
pretty sure that on a cold start ( next time I have a cold enough
morning I'll be sure to take a light-traffic route work to find out) my
OD doesn't kick on right away.
