They're supposed to "lock" the steering wheel in the proper position BEFORE
aligning the vehicle. They can set all the specs properly, but if the steering
wheel isn't set properly, the toe adjustment will put it "cock-eyed".

When I was still doing alignments, we had a bar that held the steering wheel
straight and then locked it in place (not the wheel...the bar). This way, we
had a perfectly straight steering wheel everytime. (And that was even harder
on the older 4WS Honda's.)
