Yes, you are correct. The alignment is off on the pulley. Sounds like the
pulley needs pushed back a couple millimeters if it is jumping forward.

I replaced my power steering pump today! After I put
everything back together and started the Dak; it now
has a clicking noise coming from the main crank pulley
about every 5 seconds. My serpentine belt also jumps
towards the front on this pulley now. My tensioning
adjuster moves towards the center of the engine when
the crank pulley clicks. Maybe I didn't get the pump
pulley in the right location. I don't know! The belt
stays in the grooves on all the pulleys, but, just
jumps on the crank pulley. I'm stumped! Does anyone
have any thoughts on this issue.
