Fog lights on with high beams

Does someone still have the URL to the site that tell you how to modify the
wiring on a 97+ Dak to keep the factory driving lights on while the high
beams are on?

I don't want to start a battle as to the legality of this or whether it's
rude, non courteous or anything else.
