They have rules about everything, which are meant to be broken. ;-) I
was hassled about my windows once, but that was mostly my own fault. I
drove through a police checkpoint with the windows up! DOH! (For several
hours after that, my brain taunted me with: Idiot, idiot, I'm a stupid
moron!) ;-) Never even occured to me that they'd check the glass. $70
later, now I always make sure my windows are down when I get close to "the
man". ;-)
