Failed 3 Emission Tests!

Ok stop laughing, nah heck...it is kind of funny I guess. Well last Saturday
my truck failed the hydrocarbon portion of the emission test, and passed
everything else. The HC level was 1.76 and standards are 1.60, so I failed.
No biggie I thought, just some easy fixes and it would pass. So Sunday and
Monday I change things around, like:
-1 can of CRC Emissions Pass
-Gumout TB/Intake Cleaner down the TB
-Cleaned/Oiled the K&N Cone Filter
-Cleaned the AIS Sensor
-New NAPA Fuel Filter
-New Autolite Coppers gapped at the 'factory spec'
-New NAPA distributor cap
-New NAPA Rotor
-Changed the Oil
-New Oil Filter
-New PCV Valve

Well I took it in this morning and it failed! HC levels were higher, now at
2.19! So I come home and take off the homebrew cold air intake with the K&N
cone, take off the K&N open element valve cover breather, and even the Ford
Motorsport #19 injectors. I put back on the stock air filte housing, new air
filter, and the stock valve cover breather. I did some running around
getting errands done, about 125 miles later, I pull back up to get my truck
tested for the 3rd time. Guess what, still failed! This time the readings
were at 2.12
My truck was fully warmed up for all 3 tests too. So what now???? Should I
do a vacuum test? Could the 65,000 mile old catalytic converter be shot? I
need to pass so I can get my truck's plates renewed in June.
