It is caused by the door window weatherstripping...
the leading edge starts to vibrate and buzz at higher speeds.... this has
plagued many years of Dakotas...including my 96....
You can either have a dealer replace it, or get some of the adhesive that
they use on windshields, and apply some underneath that leading edge...
