These ratings are manufacturer specific, and cannot be compared between
manufacturers. It is a guide to tell you the differences in that
manufacturer's tires, from treadware, to temperature, to traction in
wet. Interestingly enough, just because a tire has a higher treadwear
ratings does not necessarily mean it is a harder compound, due to the
additives and tread compounds that have evolved in the last 10 years or
so, such as Duradene.
The governmnet requires all manufacturers to rate their tires, but it
is against that manufacturers own base tire, not to a base tire supplied
to all manufacturers. So, you cannot compare Michelin's UTQG to
Goodyear, etc. Another thing that I have found is that a manufacturer's
retail stores more closely match the mileage warranty on the tire to the
actual mileage that can be achieved, versus over-rating the tire.
Case-in-point: Firestone FR721 sold at Firestone is a 55K tire, but
purchased through the defunct Montgomery Wards Auto Center was a 70K
tire.
