Ed,
Leave your receiver in extended out as far as possible for such a situation.
Sort of a pre-bumper for those low speed hits.

I was at the store tonight stocking up the house. When I was putting the
groceries in the back seat of the truck, then I heard a LOUD thunk and
crack, and the truck shook hard. I dropped the bag and ran to the back
and saw this woman in her Civic pretty much under my rear bumper, and my
hitch putting a nice crease in her taillight panel (I had the reciever
in for work). Her hatch was sprung as well. I looked at my truck and
there's a TINY ding in the bumper!! I looked at her car and told her to
go home and cry to her other half, I didn't need to hear it (to put it
rather nicely), and I ain't gonna do anything about it either. Just her
stupidity was punishment enough for her imo.
