I'm with Wes, sounds like the fuel pump. It has a constant operating speed
and it does kick in for a couple seconds when you first turn the key to
build up pressure in the fuel line.

Actually I would guess fuel pump right off... being thats one of the only
mechanical things that engages before your truck actually starts...
