Except for the 5.9L, my truck is about the same weight and similarly modded.
At WOT and running with a '96 MP PCM, timing is 31 degrees from 4500 rpm
and up. With the '97 MP PCM (CA version, no Fed version), which I use on
the streets to have functional gauges, timing under the same conditions is
27 degrees and runs 1/4-mile 0.80 sec. slower. My best with the '96 MP PCM
is 14.71 under 70F temps., 70% humidity, gusty 15 mph tailwind.

It would seem that the '98 and '99 PCMs have been retarded for either EPA
or pinging or both. I use 92 octane for both '96 and '97 MP PCMs
