It sounds to me like you should cut the wire to one of the horns,
install a couple of terminals, and hook the two ends up to the
remaining terminals. Be sure that the case of the relay is well
grounded. If the OEM horns are quiet after the mod, splice
the wire to the OEM horn back to the other terminal and replace
that connection with one to ground.
This is a guess on my part. Send the schematics to me at
james.babcock@usa.xerox.com, and I'll tell you for sure.
