Both... the locker locks the axles together so both axles turn.
 Drivability on the street suffers, especially when turning under power.

Personally, I'd rather have a "one wheel drive" in the winter if all I'm
doing is driving around town (except limited slip/locker is nice when
when taking off or getting out of parking lots). Turning in the winter
time with a locker in the rear can be a PITA since it will lock up if
you give it gas, sending the rear-end around. It takes a lot of getting
used to.
