High idle problem

Has anyone had a high idle problem? It 'sticks' around 1800 but I can kick
it down like an old carb. After stabbing the throttle it drops to around 800
which is still higher than normal. I replaced the IAS motor but it did not
help. I have already checked for vacuum leaks and a real sticking throttle.
I would appreciate any ideas.
