DSL does have this problem. All bandwidth is shared, it's just at which
location of the network that it is shared at. Cable is shared at the node
and DSL at the CO. If the network is built right, then there shouldn't be
many problems (true with both). However, if the company has rushed into
being a provider, then they may have not upgraded their system properly.
Or, they could have caps placed on their speeds in order to manage the total
capacity of subscribers. Either way the consumer pays. Sorry to hear about
your experience.
