Nope...you can "trip a code" and the MIL will not turn on.

(Code P0351 is a prime example of this)

Some mechanic just told me that I needed to have the engine light on in
my truck before I could hook it up to a scanner to get any kind of
codes. It wouldn't work, otherwise. Was she full of #$@$! or does she
have something, there? I don't have a scanner, so I had to look
somewhere.
