I would check the electrical connection and the condition of the connector
at the evap. purge solenoid (driver's side bolted to the firewall) just to make
sure that solenoid can function as it should (won't help if solenoid is plugged
or bad though). The PCM controls the ground side of this solenoid (it is
normally
open). When energized by the PCM, the vent solenoid will close, sealing off
the fresh air side of the system. The PCM only does this when it is running
its evap monitor (self-test).

Hmmm, I have never heard this. This is what the FSM says:

When any emission DTC is set, the MIL is turned on and when the MIL
is on, it takes 3 good "trips" to turn the MIL off. What a "trip" is depends
on what type of DTC is set (geez, beginning to sound like Clinton
wrote this!).

After the MIL is off, the PCM will self-erase the DTC after 40 warm-up
cycles (as opposed to a good "trip"). A warm-up cycle is counted when
the ECT sensor has crossed 160F and has risen by at least 40F since
the engine has been started.
