Automatic adjusters

I have a pair of Raybestos shoes on the Dak (9" drums). The adjuster arm
is hanging way down of where it should be, allowing the starwheel to
turn both ways. Raybestos hardware kit as well. The cable was in the
cable guide. What could cause this? Any suggestions?
