Not really. The state cannot just pick up your car unless you as the
consumer or owner wish to resell it to the state for the Crush-For-Money
program. The problem is not the older cars but the COWS (hehehehe) and old
diesel trucks. Maybe a crush-for-cows program.

Feds would be violating your state rights if they do. This would entail a
serious class-action lawsuit against the federal government, which CALI has
been through already on the 300 dollars per car SMOG fee for older cars. It
cost the state over 660 million dollars in lien and have to pay back the
owners for the collection plus interest.

Another issue, that the feds have no jurisdiction on your car. It is a
state-by-state process. Your license to drive/DMV titled by the state not
by the feds. This law is has no legal bindings but to help each state with
funds to scrap old cars.

    The way I read it, All of the old cars are to be "crushed." This is the
only way the Feds would subsidize the state programs to scrap them. ??? Not
sure but it needs to be read by more than ol' dumbass me. Bill
