IMO, take it to court, just about any lawyer (in NC at least) can get you
off Scot-free for 5 over....
after you're done w/ the court, I'd file a complaint against the officer, if
you feel it's justified (sounds to me like it would be).
Not sure if that's applicable in your state, just some food for thought...
