hmmm, its tough to do but it can be done.
even w/ proper primer it can/will flake easier
than reg. steel etc.

strip any wax, ploish etc off it really good then
sand it all down (good luck) or sandblast it very
well.

prime it w/ "zinc oxide" primer if its avail. in
your area or whatever the replacement is.
damm state EPA rules vary so its hard to get in
some areas.

then paint it as you normally would.
