Those aren't torques specs. Those are degrees.

Hotchkis Performance Alignment Settings:
This set of alignment specs is intended to be a performance setup. If you
are using a tire that sticks out past the stock fender, we highly recommend

minimizes the chance that the tire will rub on the inside of the fender lip:
