Mine does this and to my understanding it's just a drawback of the abs
system. Mine also does it when braking and hitting a pool of water.

I am also experiencing a problem with my rear only ABS 98 CC 4x2.
Brakes
work fine on smooth roads. When I apply the brakes with the rear wheels
traveling over a washboard road or a pothole the ABS would kick in
giving
the feeling that the truck isn't slowing down as quickly. I end up
having
to apply more pedal pressure to get it to stop. I can hear the ABS
clicking
when this happens but don't feel any rapid pulsing at the brake pedal.

Yep, I get that feeling too. Kinda like the brakes aren't really
grabbing, they just keep sliding, right?
