No. To replace the filter, you would have to replace the pump.

I would think that the IAC motor or the TPS would be
the more likely candidates than the O2 sensor.
Do you have a fellow, 98 or so Dak owner from whom
you could try his/her IAC and TPS, and also his/her coil?
Oh, almost forgot. Does it happen without the Jet chip?
There may be some corrosion in the connectors.
