 I sent an email to that site requesting info on what are the requirements
for the exhaust system inspection. The only thing they sent back on my
question was - From Title 39 at www.njleg.state.nj.us the only mention about
mufflers is 39:3-70. which states
"Every motor vehicle having a combustion motor shall at all times be
equipped with a muffler in good working order and in constant operation to
prevent excessive or unusual noise and annoying smoke, and no person shall
use a muffler cut-out, bypass or similar device upon a motor vehicle on a
highway."

This reg makes no mention about replacing the stock system with an
aftermarket one. After a couple more emails I received the following
response - "The issue isn't that you have an after-market exhaust system but
rather, I believe, how "loud" is the system? Does the aftermarket exhaust
system you placed on the vehicle increase the noise level dramatically? If
so, I believe that may be why the vehicle failed."

I then asked about how they go about determining what is "too loud" and
received the following response - "We don't have the capability of doing a
decibel reading. It is purely subjective. I can do one of two things.....I
can have the manager review the vehicle and/or I can give you the
information to set up a referee inspection at a state run specialty
inspection site. Though the wording is different, I still believe they are
referring to the same thing."

 Right now I am scheduled to bring my Dak back in for 2 Managers from the
inspection station to re-examine my exhaust. I already passed the emissions
test.
