to go into 4LO you have to be at a stop, put the trans in neutral, then go
quickly from 4HI through N into 4LO. If the trans in in gear, as soon as the
transfer passes 4HI into N, the output of the trans will start turning
because it is no longer held by the driveline.

Moving or not, same story. My 4hi lights the part-time light on my dash
(hence my confusion) and it works flawlessly. Fortunately, 13.5" wide tires
and hideously flat Illinois conspire to keep me from really needing the 4lo
most of the time...
