Tom, Sounds like oxidation. It only means that the wire has been lying
around awhile. If you had enough wire to sacrifice, you could keep striping
it back and would eventually come to clean wire. No need to do that though.
To ensure good contact with your crimp-ons, take some fine sandpaper to the
strands. Pull from the end of the insulation to the end of the wire. You
should see bright copper. Crimp as usual.
